Tonight: First Committee of the Whole meeting for 2018

Public art, parking, and Oak Bay United's proposed affordable housing development

The first Committee of the Whole meeting for 2018 happens tonight at Oak Bay municipal hall starting at 7 p.m..

Parks, Recreation, and Culture is at the top of the agenda with meeting minutes to be adopted.

Ray Herman, Director of Parks, Recreation and Culture, will then recommend acceptance of a donation of public art called the Bodhi Frog. The Bodhi Frog is part of the 2017-18 ArtsAlive public art program. The art is installed beside the sidewalk at Willows Beach at the foot of Estevan Avenue. Two Oak Bay residents have purchased the art work and wish to donate it back to the municipality so that it may remain in its location.

Herman will also be recommending that council purchase The Hunt, another ArtsAlive art work, this one located at Queen’s Park.

Engineering Services is up next to recommend a change to one of the parking spaces in the parking bay at 1280 Newport Avenue to 2-hour parking, 9:00am to 5:00pm, Monday to Saturday. This came after the strata corporation from 1280 Newport Avenue requested a parking regulation change for four parking spaces adjacent to their building, asking that the four existing parking spaces be changed to 3-hour parking.

Daniel Horan, Director of Engineering Services, will also be requesting that council approve a a second driveway for 2067 Crescent Road. The second driveway is to increase safety for elderly homeowners.

Land Use Applications will close out the night. These include:

2391 Lansdowne Road – for architectural design and siting for a single family dwelling which is part of a two lot subdivision.

3245 Beach Drive – development variance permit application to construct an addition to an existing accessory building at 3245 Beach Drive in the Uplands area.

3065 Uplands Road – a development variance permit application to enclose an existing carport at 3065 Uplands Road in the Uplands area

687 / 697 St. Patrick Street – a zoning amendment application to permit Service Business Use at 687 / 697 St. Patrick Street, the Central Stores Building.

2095 Granite Street – Oak Bay United Church Affordable Housing Proposed Development – The United Church submitted correspondence on December 10, 2017 requesting that Council, upon submission of a land use application to the District, consider a pilot project to expediently process the application given the intent to provide affordable housing on the site. Representatives from the Oak Bay United Church will be in attendance at the Committee of the Whole meeting to provide additional information.
