The Board of Directors of the Regional District of Central Kootenay (RDCK) today approved the award of the Creston Community Park construction project to Border Holdings Ltd. in the amount of $2,199,958.20 plus GST. This award includes all the base bid items and all the optional items associated with the project such as a fourth pickleball court, a full-size multi-sport court, a hillside viewpoint on 20th Avenue, a pergola structure at the playground sitting area, and horseshoe pits.
“I am pleased to see the Creston Community Park construction project back on track after the first round of bids didn’t meet our needs in a cost-effective manner,” said Tanya Wall, Chair of the Creston Valley Services Committee and Director of Area B. “The chosen vendor meets all the requirements of the project within the budget—plus it’s great that the contract was awarded to a Kootenay-based company. This means we are contributing to the local economy and creating a local connection and pride in the project.”
The Creston Community Park was previously tendered and closed on January 15, 2019, having received six valid bids ranging from a low of $4,019,000.00 to a high of $5,672,790.00. Upon a recommendation from the Creston Valley Services Committee, the Board decided to reject all bids, revise the scope of the project and issue the revised scope of work as a negotiated request for proposal (RFP). The revision was completed in March 2019 and the RFP for the Creston Community Park was publicly posted on April 3, 2019, and closed on April 29, 2019. Two proposals were received from qualified firms and met all the project scope within the allotted schedule.
Border Holdings Ltd. is an experienced Kootenay-based contractor which has completed projects of a similar size and complexity throughout the area. The contract award to Border Holdings Ltd. has modifications to the original concept design in order to meet budget. However, the design still includes all the main program elements for which the public indicated a preference.
The work associated with the Creston Community Park is expected to begin in June 2019 with a proposed completion date in late fall 2019. The construction on the Creston Community Park will happen at the same time as the construction currently underway at the skatepark by New Line Skateparks Inc., which has a proposed completion date of July 31, 2019.
The Creston Community Park upgrades project, was formally announced in March 2018 and is being funded through the Federal Gas Tax Fund, administered by the Union of BC Municipalities in partnership with the Government of Canada and the Province of British Columbia, with additional funding provided by the Columbia Basin Trust.
