Esquimalt man struck on Trans-Canada Highway

Northbound traffic was at a standstill Wednesday after a pedestrian was struck and killed on the Trans-Canada Highway during rush hour.
Titto Hoogland, 46, of Esquimalt was pronounced dead at Victoria General Hospital despite attempts by motorists and paramedics to revive him at the scene. It's inclear how many motorists stopped to help the victim, but those that did did the right thing, said West Shore RCMP Cpl. Gerry Sutherland.
"If anybody is in trouble you are expected to help. But you are also expected to do it safety," he said.
Hoogland was attempting to cross the highway in the 1800 block of the Trans-Canada in View Royal around 5:20 p.m. Nov. 26. While doing so, he was struck by a small pickup truck. The vehicle sustained damage to the passenger side bumper, hood and windshield, Sutherland said. As for the driver, he is undoubtedly shaken and police will be offering help for him to deal with the emotional trauma of such an accident.
"We are not going to just forget about him," Sutherland said. "We will be offering him the service of Greater Victoria Victim Service to make sure his needs are looked after."
"It's sad for both. The lose in the family for sure and then the other person has to live with this as well," Sutherland said.
The northbound lanes were closed for approximately five hours as police and emergency services conducted their scene investigation.
