Why doesn't North Cowichan do to Catalyst what they would do to me as a homeowner if I didn't pay my taxes? Put a lien on the property and recover the taxes when the property sells. In their case money could be borrowed with interest for what's owing until the lien is removed or property sold. The parent company in New York might understand this strategy.
