Not OK with ICBC's stand on Coquitlam MVA

On the afternoon of Wednesday, Nov. 4, I was involved in an MVA. While in an uphill line-up on Parkway Boulevard in Coquitlam (the intersection of Panorama/Parkway was being repaved), the car in front of me rolled back and hit my car, causing damage my vehicle's front bumper, hood and grille.
I obtained the other driver's licence information plus verbal admittance of being at fault and reported the incident to the ICBD Dial-a-Claim centre within 15 minutes of the accident.
In the absence of a corroborating independent witnesses, I was told by ICBC that unless the other driver also reports the accident, I am automatically deemed to be at fault and responsible for the damage to my vehicle. Surely they must be jesting.
