Welcome to Maple Ridge Teresa, but I think the rule “when in Rome do as the Romans” comes to mind. In reality, you could have this exact experience in any public pool in B.C., probably Canada, because it is not an illegal activity. This particular behaviour, while disturbing to you, is just a personal choice that individuals have a right to exercise. I would bet that if adults chose to ignore it, resisting the urge to make a big deal about it, children would not even notice, let alone mention it.
