ID requirements don’t make sense

Recently, my purse was stolen with all my ID, credit cards, etc. I called at the office to have my B.C. identification card replaced. It was issued to me last year when I surrendered my driver’s licence as I don’t drive anymore.
I was told I would have to show proof of citizenship but unfortunately my card was in my purse, which was stolen. I returned to the office with my Canadian passport and another document, both showing proof of citizenship, but again, I was refused.
Can someone explain to me why a B.C. identification card can be issued on a drivers’ licence and not on two documents proving Canadian citizenship?
