A cheaper solution to traffic

Our street (75A Ave. in Delta) was “traffic-calmed” and it did absolutely nothing to slow or lessen traffic.
Instead, the speed humps and narrowed roadway have caused bumper-to-bumper cars during the two rush hours (two to three hours each).
We also now have noise pollution caused by trucks hitting the bumps at 50 km/h (sounds like a collision), people screeching tires at each hump, and people honking because the car in front slows down for each hump.
Then there’s the narrowed and raised crosswalk areas that cause some confusion. People still aren’t sure if it’s an automatic stop or a four-way stop, or what.
The simple solution is a 30 km/h zone with or preferably without the speed humps. If the police enforced it for a few weeks people who do not live in the area would quit using it as it would be too slow.
So perhaps just changing the speed limit would be the cheapest and most sensible route to take.
