Pesticide, planning bylaws approved

White Rock council has made official several bylaws which could change the face of the city.

At the Oct. 5 meeting council gave final adoption to a bylaw eliminating the use of cosmetic pesticides; as well as a planning procedures bylaw giving greater power to staff to oversee minor Official Community Plan or zoning amendments.

It also gave final adoption to an OCP amendment giving more detailed direction on residential infill housing, architectural design in development permit areas, tree preservation in recognized ravine areas and areas with significant stands of trees, and development adjacent to watercourses.

The cosmetic pesticide bylaw basically eliminates the use of pesticides for maintaining outdoor trees, shrubs, flowers, ornamental plants and turf on both private land and city land. It was adopted unanimously by council, in spite of an opinion from the Fraser Health Authority – debated by environmentalists – that cosmetic pesticides have no significant impact on the health of residents.

The planning procedures bylaw is designed so that minor zoning and OCP amendments – including small additions, such as decks, which meet city guidelines and liquor-license applications requiring council resolution – can be delegated to city staff, without having to go through council debate.
