Anschell announces BIA officers

The group that has declared itself the new board of the White Rock Business Improvement Association issued a statement Thursday that it has appointed officers.

Bob Yearsley is named as president, Geoff Lloyd as vice-president and Larry Anschell as secretary treasurer.

Anschell also released – as evidence that it is the current valid board of the BIA – a listing of BIA directors obtained through a corporate search summary "generated by the Ministry of Finance on Aug. 12."

However, B.C. Registrar Ron Townshend said Friday that the listing shows the names only because that was the last information filed with Victoria.

"The file is frozen because it is in dispute," he said.

Townshend said no new filings will be accepted until the file is changed or verified, either by court order, or by resolution of the dispute.

Townshend reiterated his earlier statement to the Peace Arch News that "just because a new list of directors has been filed in the registry does not signify that the registrar has reviewed and approved the new directors."

In the earlier statement, Townshend added "because the registrar's office allows a filing to be made, this does not imply the registrar has deemed the information in the filing to be accurate, complete, or meets the requirements of the Society Act."

A current audit of the BIA by the City of White Rock is, as previously reported in the Peace Arch News, part of the conditions under which the city released $250,000 it had collected on behalf of the organization to the BIA account.

The audit is to verify that monies spent for the remainder of the fiscal year are according to the business scheme adopted and approved by the BIA board headed by president Bill Lawrence, at the March annual general meeting.

Mayor Catherine Ferguson said, when funds were released in July, that the city would be exercising its authority, under the bylaw establishing the organization, to ensure the BIA could not spend money on anything not previously approved in the budget for the remainder of the fiscal year.
