Why are RVs and boats being targeted?

I can understand parking RV, boats and travel trailers on the street is a no-no. Now parking them on your own property may be a thing of the past. Is this because of safety or just for the look of it?
If this was for safety or security, please let the public know as we may be able to improve and learn from it.
If this was just for aesthetics, does that mean that soon I won’t be able to park my rusty car in my own driveway?
