What’s the real reason for cull?

The pending deer cull has led me to do some investigating including deer/vehicle accidents.

On the CRD web site there are numerous charts but the one that struck me as the most interesting was the number of deer/vehicle collisions in all communities in the CRD.

Unfortunately it is not up to date but from the year 2000 until 2010 Oak Bay had 18 such incidents. Saanich on the other hand had 338.

The mayor has stated the numbers have increased annually which is true but I am certain the numbers in Saanich have increased as well.

Oak Bay is allegedly concerned about these incidents and wants a cull. Saanich is not at all interested in killing deer. Is safety the real reason for Oak Bay’s decision or is it something else?
