Residents need resources to help treat them

I have noticed that the dialogue regarding housing facilities for the most vulnerable in our communities has been about location.
I live beside one of these facilities, and it is not location, in my opinion, that is the most defining argument surrounding housing and community outreach facilities.
The argument should be over how the facility is managed. Are the residents being provided with the resources to help treat whatever ailment is affecting them? If the foundation of the facility is standing on a rocky pillar, how can the additions to the foundation be expected to supersede the foundation on which it stands?
