Railings on breakwater a good idea for safety conscious

I am all for it, because I am no longer steady on my feet, and also, the height makes me uneasy.
It is a safety issue that the Greater Victoria Harbour Authority should have dealt with a long time ago. You will see more people out on the breakwater when the railings have been installed.
