Young mother identified as Surrey shooting victim
Roxanne Flora Charlie of Kelowna has been identified as the victim of an early morning shooting on October 31, 2009 in Surrey.

A 26-year-old mother of two from Kelowna has been identified as the victim of a shooting at a Surrey “after hours” party house.
Roxanne Flora Charlie died after she was shot Oct. 31 at an underground nightclub on 152A Street near 102 Avenue.
Investigators said Charlie had come to the Lower Mainland to visit friends for the weekend.
They attended some area nightclubs and eventually ended up at the party house.
The shooting incident that killed Charlie sent a second person, a man, to hospital with non-life threatening injuries.
Charlie and the other victim were not known to each other and she was not known to police.
"Roxy," as she was known, had struggled with addiction and was known to associate with gangsters in the past but was rebuilding her life, friends said.
A Facebook memorial site describes her as a proud young First Nations woman, who often said and wrote the slogan "Native Pride Baby! Native Pride!" or NPBNP.
She leaves behind two young children aged two and four.
Investigators have not established whether Charlie was the intended victim or if someone else was the target of the shooting.
“This is a very tragic incident" said Cpl. Dale Carr, spokesperson for the regional Integrated Homicide Investigation Team (IHIT).
"Here you have a 26-year-old mother of two small children that decides to come to the Lower Mainland to visit with friends and ends up murdered. We as a community should be outraged by this.”
Investigators want to speak to anyone who saw Charlie at the nightclub.
