Plea to users of Nelson streets

This letter is written as a plea for young (bicycles, skateboards, etc) people driving in traffic to be more proactive “road safety minded” and less mindlessly reckless.
On the evening of September 28th, while waiting for the 7:05 Fairview bus, I saw two examples of bicycle carelessness.
This first incident: a young rider making an extreme (leaning very far into the turn) right hand turn — no reflective devices or anything on the bike or person — from Ward St. (downtown hill, northbound) onto Baker St.
No hand signal or anything, followed by a brief, low angle “wheelie.”
Shortly thereafter (a minute or so), a second cyclist (young, also dark clothing) came down on Ward St. hill (not going as fast, etc) and made a left hand turn onto Baker St. Again, there was no hand signal.
I see this happen a lot.
If their disregard for the rules of the road (in place for the overall safety of both those driving vehicles, and pedestrians) happens to result in a traffic mishap serious or otherwise, or fatality what will the families involved (on either side of the fence) be left to deal with, let alone think?
PLEASE, let’s do something before, rather than after, the fact.
