Woman arrested after search discovers boy’s body in Grand Forks

RCMP arrested a Grand Forks woman on Tuesday afternoon in connection with the discovery of the body of 12 year John David Fulton.
On Tuesday, RCMP had issued a request for public assistance in locating 42 year old Kimberly (Kim) Ruth Noyes in connection with the murder investigation of John David Fulton.
Noyes will appear in Nelson Provincial Court on August 20.
“Certainly we would like any information possible from any members of the public that may help,” Cpl. Moskaluk told the press on Tuesday, “information in regards to the residence where Noyes is the primary resident. It may be that we had more people in the residence at the time of this incident so certainly we would like to speak to anybody with that information.”
A 911 call led police to the grounds of the Grand Forks Secondary School where Noyes was taken into custody without incident.
No charges have been laid as of press time.
Since receiving the report of the missing youth on Saturday evening, investigators conducted numerous door to door inquiries in the condominium complex where both Fulton and Noyes lived, as well as the Grand Forks area.
“I can tell you that several attempts were made repeatedly canvassing all the area,” Moskaluk told the press conference. “In this case where the body was discovered, we did have the assistance of the Interior Health Mental Health Unit who attended with us to gain entry into the residence.”
Police are not releasing details of the death, the approximate time of death, or manner of discovery of the body in order not to compromise the integrity of the investigation.
Fulton, described as a highly functioning autistic child, was last seen on the front steps of his home in Grand Forks on Saturday, August 15 at about 5:30 p.m.
It was reported that he was not wearing shoes when he disappeared and family members said it was highly unlikely that he walked away from his home.
Police handling of the search has been criticized.
In a statement issued by the family, they questioned the lack of an Amber Alert being issued and the time period before Search and Rescue were brought in.
“Our family knew there was no way John could have run away, because his autism would not have allowed him to go out of his comfort zone. We do understand why an Amber Alert cannot be issued every time a preteen is missing for a few hours, however Johnny was not a typical preteen,” said the statement.
The RCMP have responded by saying the investigation followed established protocol and criteria.
