Where are Gilbert and Sullivan when we need them?
Those masters of comic opera would have a field day with the farce that is the current Ministry of Agriculture and its blueberry cannon guidelines/regulations.
The sheer absurdity of not including any penalty provisions in the guidelines/regulations is a recipe for widespread non-compliance and indicates that imbeciles can still find work in government.
