Blue Bottle not used

Earlier this year, while visiting the Seniors Resource Centre located in Salmon Arm, I became aware of the Blue Bottle safety precaution.
This is a system that, in conjunction with B.C. Ambulance Service, provides pertinent medical information, emergency contacts etc. to the paramedics and medical personnel at the hospital should an individual not be able to respond verbally. Included with the blue bottle containing the information are magnetic squares that attach to the refrigerator door indicating that this information is contained inside the freezer door compartment of the fridge. This seems to be a valuable emergency tool.
My concern is that a few days ago, when the ambulance was called to my home, this valuable tool was not used. I will not go into detail with regards to the possible disastrous results, but I do want to express my concern with the attendants’ apparent lack of knowledge that this is available.
I spoke to the Seniors Resource Centre and they are not going to be looking into the matter.
She did suggest that I contact the Observer in order to make other individuals aware of the lack of co-ordination.
