Budgeting for new underpass

An underpass at 21st Street and the Trans-Canada Highway took another step towards reality at the city development and planning committee Nov. 17.
City director of development services Corey Paiement said the Ministry of Transportation hired Kamloops consultants Urban Systems Ltd. to do a study on the intersection in 2006, but with limited turning movements. City staff followed up with a concept plan for an underpass and intersection improvement with full turning movements in both directions.
He added it would take pressure off the intersection of 30th Street and the Trans Canada Highway.
“This is an important infrastructure project.”
City director of engineering and public works Dale McTaggart said the concept allows for a sidewalk on the east side of the underpass for pedestrian access.
Coun. Kevin Flynn said although the concept isn’t perfect, he thinks it is the best that can be done based on the topography of the land.
Paiement said five major land acquisitions are part of the project. He said $2 million in funding had been approved from the provincial government, and the estimated cost of the underpass was $5.8 million. He noted the project is not contained within the city’s long-term financial plan and the changes will be considered during the 2009 budget.
