Would fines stop littering in grasslands?

I am from Nova Scotia and moved a year ago to “the best place on earth.”
Here in Kamloops, we have a great deal for which to be grateful, but none so much as the Lac du Bois grasslands.
I agree with Kelly Chwartacki’s Sept. 30 letter about those responsible for dumping garbage in the grasslands — and it is not the people riding ATVs and dirt bikes.
On the contrary, I have seen these people picking up garbage on different occasions when loading and unloading their bikes and ATVs.
Yes, there should be larger fines but, then again, if the losers who are dumping got a fine, they wouldn’t pay it anyway — and we would have to feed them in jail.
