City looks at changing dog-ownership bylaw

The city’s canine bylaw could soon be going to the dogs, but the Kamloops SPCA said it won’t push for any changes.
Council plans to examine the bylaw that limits two dogs per household.
Dustan Eager, Kamloops SPCA branch manager, said the organization doesn’t have an issue with people owning more than two dogs, as long as there is adequate care.
He suggested some people can handle multiple pets, while some can’t handle one.
While council tends to be sympathetic to the plight of multiple-dog owners, this time it refused to grant an exemption.
Leonila Soliman pleaded with council to keep her three dogs, but was turned down in part because one of her dogs had a history of bad behaviour.
She also failed to licence her pets.
Last month, Coun. Pat Wallace warned more pet owners would be coming forward looking for an exemption from the bylaw.
She echoed her earlier prediction and questioned the rules.
“Either we put a bylaw in motion for a reason or we back off and change it,” Wallace said.
“If we wish to tell people they can have three dogs, then make three dogs for everybody. I find this is very painful.”
Coun. Marg Spina argued the bylaw is in place to guide the majority, but sometimes there are exceptions to the rule.
Council will discuss the bylaw at a future workshop.
If council does start to turn down more requests by pet owners, the SPCA said it hopes it won’t become an issue for the organization.
Eager encourages anyone who does have to part with their pet to try to find a suitable home on their own.
Neverthless, he said people are more than welcome to contact the SPCA to see if the shelter has room.
